MANAUS – With popular participation and the presence of student movements, the session of the Constitution and Justice Committee of the House of Representatives discussed the PEC 206/19, which proposes to charge monthly fee at public universities for students, which had postponed voting on Tuesday, 24, and should not be voted on this week.

The rapporteur Kim Kataguiri (União-SP) was not present during the session, after presenting a medical certificate, and should be absent for the rest of the week, so the agenda was postponed and the item was removed from the table, because the presence of the rapporteur is an essential requirement for the agenda to continue under discussion.

The project, authored by federal lawmaker General Peternelli (União-SP), proposes the charging of a monthly fee for public universities in the country, except for those students who are unable to pay, with a value to be defined by the Ministry of Education and the evaluation of gratuity made by a committee of the university itself.

“Our fight is every day, education is not merchandise”, shouted members of student movements, with placards in defense of education. Deputy Paulo Teixeira PT-SP commented on the demonstrations and declared that this proposal will put students on the streets. “Lawmaker Peternelli, this PEC of yours will put the students of Brazil on the streets against Bolsonaro!” he said.

Even at the beginning of the discussion, the members of the collegiate unanimously approved the holding of a public hearing on the PEC. On social networks, the rapporteur Kim Kataguiri spoke out in favor of the agenda, he wrote: “95% of the people who are criticizing the tuition project have not read the proposal. This you can be sure, just by seeing the comments that are being made on this social network. There are even congressmen talking nonsense. Shameful”.

If the vote is approved by the CCJ, the proposal will be forwarded to a special commission, yet to be created, and then go through two votes in the House plenary, before going to the Senate.
