In Manaus, UGPE releases balance sheet for 2021 and announces the beginning of Prosamin+ works in the Sharp Community

MANAUS – The Special Projects Management Unit (UGPE) released, on Tuesday, 14, the annual balance of the works executed through the Social and Environmental Program of Manaus and Interior (Prosamin+), in 2021. Among the highlights are the completion of the Prosamim III works in the South Zone of Manaus and the completion of the Sewage Treatment Plant (ETE) Eng. Waldir Brito, in the Educandos neighborhood, the largest in the North Region, benefiting 192 thousand people with sanitary sewage treatment.

For 2022, the executive coordinator of UGPE, Marcellus Campelo, foresees the beginning of Prosamin+ works in the Sharp Community, in the Armando Mendes neighborhood, East Zone of the capital. The area is known to undergo a lot of inconvenience due to the heavy rains during the “Amazon winter” period, which starts in November and goes until May.

“It is worth mentioning that we will start the Prosamin+ works at the end of January and beginning of February. The major works in the community of Sharp should start in February, but we are not far from the community, we held meetings with the residents and the Civil Defense so that as we did in September, when there was a great rain, we performed emergency actions, either in care for the population to remove the risk area, either in the care of food baskets and other benefits, but the works begin in the first quarter of 2022, “advanced Campelo.

Investments

Prosamim+ will have investments of around R$ 542 million, 70% of which funded by the Inter-American Development Bank (IDB) and 30% by the state government. In its first phase, the program will bring infrastructure, sanitation, urban planning, housing and environmental recovery to the neighborhoods of Japiim, Coroado, Industrial District and Armando Mendes, located in the South and East Zones, directly benefiting residents of the Community of Sharp and Avenida Manaus 2000. In the region of the Sharp Community, more than 900 properties are certified by the Management Unit to be resettled. The certificate is the document with which the Superintendence of Housing of Amazonas (Suhab) will open the individual process that will result in the housing solution to the program’s beneficiaries.

“All the areas have already been mapped, the engineering projects are already prepared. We have been in the community for more than a year identifying the residents that will benefit from the program, they have already received the first number, which is an engineering identification number, and now they are individually receiving their certificate as program beneficiaries. This certificate identifies the resident, his family group, and indicates to Suhab that he is entitled to the benefits of the program. From there on, an individualized administrative process is opened in which the dweller will choose the solution for housing replacement that he intends within the range of options that the program offers”, explained the executive coordinator.

The Government of Amazonas anticipated Prosamin+ actions and launched a bidding process for the construction of two housing developments with 104 apartments, benefiting more than 500 people. The investment is about R$ 31 million with the State’s own resources.

To present Prosamin+ and listen to the demands of the population, UGPE held, in July and August of this year, two days of Public Consultations about the program. The public consultations were attended by control and inspection agencies, residents’ associations, and 37 members of the Local Support Group (LSG). 

Due to the popular participation, the project had the addition of skateboarding equipment installed in the leisure and living areas, a roof over the multi-sports courts, and protective screens installed in the apartments for the safety of the families, among other changes and requests that could be attended to.

Ongoing works  

Currently, UGPE has two major work fronts in progress. In the Igarapé do 40, an urban mobility project is being executed that will allow the interconnection of the Industrial District to the city center, from Avenida Silves to Manaus Moderna. The project includes macro and micro drainage works, sewage collection networks, construction of new areas for sports and social interaction, as well as renovation of the Betanhão and Noroeste community fields.

Another work in progress is the intervention at Igarapé Mestre Chico, for the construction of a new urban park between Avenida Leonardo Malcher and Avenida Tarumã, the Parque das Araras, benefiting the population of the South Zone of the capital with new green and sports areas, children’s playground, multipurpose court and a large area for social interaction. 

Closing of Prosamim III

The year 2021 was a special year for UGPE, with the Prosamim III Closing Seminar held in October. In this stage, the program benefited 600 thousand people and provided the resettlement of almost 29 thousand people in the 40, Mestre Chico and São Raimundo creeks, 2 thousand of them contemplated with new housing units near their former homes, in the São Raimundo and Mestre Chico 2 Residential Parks.

ProsaiMaués  

UGPE approved the complementary works of ProsaiMaués. With an investment of R$ 2,171,017.60, the new phase of the program is allowing the construction of a water reservoir, four artesian wells in the neighborhoods of Ramalho Junior, Santa Luzia and Maresia, besides 2.8 kilometers of water distribution network in the neighborhoods Donga Michiles, Santa Luzia, Ramalho Junior and Maresia. The works will increase the municipal water storage capacity, ensuring a safe and regular supply for 32.7 thousand people.

Agreements

In 2021, the Government of Amazonas passed on to UGPE’s management 17 agreements signed with five city halls, including Manaus’, which together add up to about R$ 240.2 million for the recovery and requalification of asphalt sidewalk, revitalization of roads and vicinal roads and recovery of the road system, besides the reform of 29 fairs in the capital. 

With the Manaus City Hall, agreements worth R$ 196.4 million were signed, of which R$ 164.8 million for road recovery, asphalt revitalization, construction of squares and erosion containment, and R$ 31.6 million for the recovery of 29 municipal fairs.

With the countryside, agreements were signed with the municipalities of Lábrea, Santa Isabel do Rio Negro, São Gabriel da Cachoeira and Caapiranga, which together total R$ 47.2 million. They are R$ 21.4 million for the recovery of the road system in Lábrea, R$ 8.7 million for the recovery of the airport road and asphalt paving in Santa Isabel do Rio Negro, R$ 13.8 million for the recovery of the road system in São Gabriel da Cachoeira and R$ 3.1 million for the improvement of vicinal roads in Caapiranga.
